If the county is "fully covered as best we know", it's listed as "complete". Those that are not 100% are listed with the items we know need done at this time. Note that "via RS" means that route/trail was documented via Remote Sensing, using a combination of GIS data and satellite imagery instead of on-the-ground GPS recordings (most of our trail data is from on-the-ground GPS recordings).
